Can my dog still learn how to socialise with other dogs?

I have a 2 year old small dog. He is shy and a bit timid with other dogs and thus far I have unsuccessfully found him a dog bestfriend. Finally, I have a friend who has a puppy and I am hoping this playful puppy will bring out the playfullness in my dog. I have tried to socialise my dog with other dogs many times before, but he doesn't play with them. Will he ever learn to play with other dogs or should I just accept that Wally will never open up when it comes to other dogs?
