Page Rank is how Google show the user a basic classification of a web page. The rating is from 0 to 10, with 10 being the highest. To calculate page rank there are numerous variables involved, but the most important link popularity. So the more inbound links you have that website higher Page Rank will have.

Page Rank is updated all the time but that are not visible to users. The visible Page Rank Google Toolbar is only updated several times a year. Usually every 3 months.
