Yes, I believe link building is ethical, since some keywords are very very competitive, you need quality link building to come to at least top 10 in Google.

The aim or idea behind linking pointing at a certain page or website is because of content or quality of the site, but in this situation you are referring to building links rather than what links are meant to be.
Don't you think that link should grow naturally other than building it yourself?
