Laptop problem: White horizontal line at the bottom of laptop screen?

I have a Toshiba L310 laptop and there are a horizontal lines across the bottom of the screen.     
They are not stuck at one color; if I fill the screen with white, they very slowly (about 15 seconds) turn from there previous color(s) to white.       
It's very strange, and I can't find anything about the problem ; it's not stuck/dead pixels.
