Nigeria's Minister of Education, Mallam Ibrahim Shekarau, has blamed the mass failure of secondary school pupils recorded by Nigeria in the 2014 Senior Secondary Certificate Examinations in Mathematics and English language on the dearth of skilled teachers on the subjects.
