If you are to assist person is life, would you assist someone who is falling to get his stand or someone who is rising to rise more? and state your reason(s)

With experience I have gathered with people I think is safer and beneficial to assist someone who is rising to rise more as oppose one who is falling, people can only help themselves, you can't help people.

I think it depends on who is falling if is unusual of that person, I would assist otherwise  I will assist one who is rising to rise more.

There are people no matter assistant you give them, they tend to fall back to their original state thus causing burden to you, if care isn't taken you might go down with them all in attempt to assist them.
I'm not suggesting that you don't help people, rather I mean help those who need help, not those that have seen it as a way of life.
