Due to seasonal traffic increases I want to know if my seo is doing the work I am paying them for ( link building) I want to is there any other way to judge there work other than traffic increase. How long it take to see results. I was riped off before by seo firm and don't want the same to happen again

It all bothers on what you want from them, apart from traffic increase your page or website should go up in aserp.
Did you know where your search engine position was before the campaign started?

Is important you request report that contains all the works your SEO firm has done, this report will detail everything important to judge their work so far such as Sites linking to you they have built, fail links, accepted links, keywords target, dates, the number of links per day, types of links eg directory, social media, bookmarks etc; the rank of sites,  follow or nofollow site etc.

Getting data is one thing, analyzing it to achieve something meaningful is another thing, google analytics is a bit become complex these days.

Numbers of SEO tools also from Google help to know the rank of website for different set of keywords. If you see rank benefits, it is working. Seasons don't  affect the ranks; a particular season may affect your sales but not the rank as much.   

Is important to know what exactly you paid for, also note that search engine SERPs (search engine result pages) is different from page Rank, so is traffic.

Also it's best to work for your end users not search engine. This way you save yourself the headache.

You should use Google Analytic. It gives you report on all information needed to assess the SEO work. Besides, I think it is also important that you request SEOer to do weekly report so that you know exactly what they have been doing all weeks.
