If you submitted an article on your website to Article Submission, is this duplicate content?

   Im trying to figure out if an article created for press release should be released on the website as well or if this is duplicate content.

First publish the article on your site then, send it out to as many as you can, search engine must have noticed where it is being publish first and give credit. Note that you will never be punished for duplicated article, the highest thing that might happen is that google will not show your duplication but ONE of them.
