Read This Love Story and Tell Who Is to Blame?

Vincent saw a certain girl called Anita and liked her so much, but Anita just finished Secondary education she is about 18 years old why Vincent was around 30 years old.  

Vincent approached the girl, they both exchange numbers, and vital information, in short Anita agreed in everything Vincent wanted to know and hear. But after Vincent left the scene he argue in his mind that this girl is still little girl next to his age, and fear that he might have had undue influence on her as a result he never call her  and decided to allow her to mature a bit. And didn't communicate to her for about 4 years, Anita is in her final year in higher institution now.
Vincent has reached about 35 years and thinks this time to marry. One morning Vincent called Anita, Anita couldn't recognize Vincent nor his voice, in short she can't even remember of coming across somebody like Vincent. Vincent did explain to her who he is, how they met, what they discussed, and all information about her, include her tribe, state, school etc and reasons he made the decision of allowing her to focus in her school.

Anita was surprised and never thought there is still such a man of this discipline in this earth and did commend well of him.
Now Vincent booked an important for them to see one on one, Anita did decline the request, and said she doesn't have that time. And further told him to say whatever he wants to say on phone.
While Vincent is trying to let her know what she meant to him, Anita interrupted and suggest he goes straight to the point.

Vincent then went ahead to tell her his seriousness and propose for courtship that will last for six months before meeting the parent.
Anita responded immediately that she is not interested. Vincent couldn't believe this after all these years? he continue calling her phone, but she doesn't pick Vincent call, he started communicating to her through text message for about 2 months and she isn't shifting ground and he eventually gave up with feeling of pains.

i think, she might have got better boy, whome she might consider more attractive. Think if you get the same, i mean, vincent got better girl, he must also have started avoiding anita,isn't it?

Yes, that is an angle to it, as the situation ended this way, who is to be blamed here?
