My question is does living together guarantee marriage?

Well, I don't think so although you stand a chance of getting married if the relationship is defined in this direction.

It ensures protection to an extend, but not guarantee, don't tell your Pastor or Rev you are doing this.

Having a guarantee of marriage ahead is based on three pronged decisions by, Fiance, Fiancee and God!!! It has nothing to do with how long you are living together or whatever.
