Wouldn't you think that this may cause a lot more conflict. Most of Africa is very cultural/tribal. Bring a new system in place may cause an uproar with people assuming the worst, such as, a new form of colonialism.
This may be me thinking the worst, but some of the recent issues happening in Africa is due to people becoming rebellious of western influence.

I think a way of making one of Africa's problems a lot less-lack of governance. With the use of the youth and western help, without it seeming oppressive,  entrepreneurship should  be praised. So rather than waiting on the government they are able to build work for themselves and build work for others in the process.
