OAU after 50 years: Africa moving forward, backward or stagnated as a continent?

OAU(organization of Africa's union) turns 50 years of existance.  In your opinion, is Africa moving forward,  backward or stagnated as a continent in past 50 years?

African states form the Organization of African Unity (OAU) in Ethiopia's capital Addis Ababa.
Although Its goal is unity of the continent and the sovereignty and territorial integrity of its members, I think their main aim of existance can go beyond all these

In Nigeria the OAU passes the "Lagos Plan of Action ". It is meant to strengthen regional cooperation and lay the foundation stone for an African Economic Community.

From 1980 till date I don't think this plan action has achieved it purpose considering the state of Africa in terms of economic growth.
I just think that the union should concentrates most of the activities in improving economic state of all African countries I.e. the whole continent whether the country belong to the union or not (example is in the case  Morocco that isn't a member due to some conflict) as Africa needs to move forward in a fast pace as much as possible.
But the question is: are the leaders thinking in this direction.
