Even after knowing that clicking an ad unnaturally is unethical and doing this process in bulk amounts to scam, still there are online companies coming up with such packages.

Yes, many people online are there for what they can get, that is why you see such packages created by companies, but good news is that ppc advert companies are getting smarter. Those that buy such packages are scammers too.

Google does things about it by constant banning webmasters and rejecting some websites among others, but is this enough? because advertisers have to be protected against paying what they don't get.
