Can I get a web development job with a computer science major? or computer engineering major?Absolutely, however web development is a specific focus rather than a generic major. It can also mean a number of different things. Website design, website coding, search engine optimization, web copy, and much more (I won't get into all the specifics)...
Really you don't need to go to school to do web development. In fact the real pioneers in web development aren't in academia. They are out in the world wide web. You'll learn more by taking courses online, attending seminars, participating in forums, attending meetups, and reading blogs and news sources online then you will from a degree in computer science. Sorry if this is long winded and not exactly specific to your question. The short answer is YES. The long answer is look around at the types of jobs out there on monster.com and other job boards related to web development. Look at the types of skill sets they are looking for, then find the courses or resources that can help you develop those skill sets.
